Dollamancers can hook controls to Mannequins.
Turnamancers can create gears and wheel machines.
So what happens when you hook a clock in your capital to watches in the field, such that one tick on the clock causes one tick on the watch?

    Time is relative. The ticks will happen at the exact same time, but the time that has passed for the clock in the capital and the watch in the field might not be the same.

    I'm pretty sure you don't need a Turnamancer just because you want something to turn. That would be too silly for Erfworld. A Dollamancer should be plenty for building a clock, and maybe even just a Twoll could do the job.

    Since time goes faster for units moving in the field than a unit staying at home, surely they would see the watch ticking at the speed of the clock and think that it is awfully slow. For example, the watch might show one minute passing for every five minutes that actually passes while the unit is moving.

    Ok, so assume the ticks all happen at the same time, but at different perceived rates by field units. What do you suppose the applications of having clocks that all have the same tick displayed at any given moment are?
    Keep in mind Jillian's statements about move order within a single turn while she was on the run:
